2011 Annual Meeting First Annual Colloquia

The 2011 Annual Meeting of the American College of Bond Counsel will take place on Tuesday evening, October 11th in San Antonio, prior to the commencement of Bond Attorney's Workshop.  The College's Annual Meeting will begin with a cocktail reception and dinner on Tuesday evening where the new Fellows will be recognized and honored.  This event is primarily intended to permit the Fellows to socialize with each other and to meet the new Fellows, and to build participation of the Fellows in the College.  A short Annual Meeting will take place during dinner in order to elect the new directors and to remind everyone of the presentations in the morning.

First Annual Colloquia.  The College has planned two substantive colloquia we believe the Fellows will find interesting.  The colloquia will begin at 9:00 am and conclude no later than 11:00 am on Wednesday, October 12, providing the Fellows adequate time to prepare for the beginning of the BAW.

Governmental Pension and OPEB Liability and Disclosure.  The first session will be moderated by Past President Rick Weber and will attempt to shed light on the pension fund and OPEB issues facing our governmental clients, forthcoming changes in GAAP presentations, and things to look for in preparing or vetting related disclosures to investors.  The session will include presentations by accounting, actuarial, legal, and other professionals with a deep knowledge of (and an ability to describe) the issues. 

Securities Exchange Commission:  Help or Hindrance?  The second session will be led by current President Dean Pope and will consist of a debate among learned Fellows on both the appropriateness and effectiveness of the SEC's rulemaking and current enforcement activities in the municipal area and whether the SEC is properly taking into account the complexities and peculiarities of the municipal finance world. 

We believe both topics will be current, thought-provoking and educational.  The sessions are intended to approach the issues in a manner different from how they might be presented at BAW.  In particular the programs will focus on long-term issues and what they mean for both bond lawyers and their clients.  Participation from other attending Fellows, many of whom undoubtedly have substantial knowledge and experience on these issues, will be encouraged.

The Board intends that the Annual Meeting and Colloquia include only Fellows of the College, except to the extent the panel discussions involve an expert in the field of inquiry.  Specifically, in order to facilitate an open, frank and thoughtful discussion of the issues in the panels, no governmental regulatory staff or press will be invited or permitted to attend.
