Spencer is a nationally recognized public finance and municipal law attorney. He has acted as Bond Counsel in well over 1,000 bond issues for virtually all of the issuers of tax exempt securities within the Commonwealth of Kentucky.

He has served on a number of commissions for the city and county relating to financing matters incident to airports, water systems, metropolitan sewer district matters, public transportation and related activities. He is currently serving as a member of the Mayor's West Louisville Economic Advisory Committee. Spencer is a member of the Speed Art Museum Charter Collectors.
