Since 1975, Lance has represented many of Iowa’s municipal electric utilities and electric joint action agencies.  He has worked on the municipal financing aspects of virtually all of the major electric power and transmission facilities in Iowa, as well as many of the smaller municipal power and transmission facilities and the legislation which made these financings possible.

Iowa’s community college system is second to none nationwide.  As the Iowa system has grown, Lance has been proud to work with all of the community colleges in various aspects of their infrastructure financing for campus buildings, equipment and dormitories.  He has been instrumental in the development and operation of the highly successful Iowa Industrial New Jobs Training Program, which offers a unique opportunity for Iowa community colleges to provide taxable and tax exempt financing for the training of new workers in Iowa through college sponsored training programs. 

  Lance was born in Indianola, Iowa.  Prior to joining the firm, Lance served as a staff attorney for the Iowa Supreme Court, and as judicial law clerk to Hon. Roy L. Stephenson, United States Court of Appeals, Eighth Circuit from 1973-1975.
