Harold T. Flanagan is counsel to the firm and resides in the Dallas office.  He graduated from the University of Maryland (BA, 1975), University of Baltimore School of Law (JD, 1978) and Georgetown University Law Center (LLM Taxation, 1983). For more than 30 years, his practice has concentrated exclusively on the federal income tax treatment of state and local bonds. From 1979 to 1983, Hal was an attorney with the Legislation and Regulations Division, Office of the Chief Counsel, Internal Revenue Service, Washington, D.C. During that period, he was responsible for drafting new and amendatory legislation and regulations primarily relating to public finance. Since 1983, Hal has advised clients in connection with the issuance of tax-exempt and taxable bonds including transactions for transportation, environmental, electrical and educational facilities. Hal provides services as special tax counsel for numerous other law firms.  He has represented numerous clients in tax controversy proceedings with the Internal Revenue Service since the establishment in the early 1990s of an active audit program and a voluntary compliance agreement program.
He is a member of the American Bar Association, Texas Bar Association, Maryland Bar Association and National Association of Bond Counsel. He is a fellow in the American College of Bond Counsel. He is a past chairman of the Tax-Exempt Finance Committee of the Texas State Bar. Hal has been on the steering committee of the annual Bond Attorney's Workshop sponsored by the National Association of Bond Lawyers. He also has been a speaker at seminars and meetings dealing with the federal income tax aspects of public finance.
