Biography:

Harold Altscher has been primarily responsible for the firm's tax opinions with respect to the issuance of tax-exempt obligations since 1977. These tax-exempt obligations have been issued for various purposes, including governmental facilities, charitable organizations, manufacturing facilities, housing projects, solid waste disposal facilities, energy facilities, airport and public port facilities and land preservation. His clients include governmental units and various private parties to such transactions. He also has extensive experience with respect to tax controversy matters before the Internal Revenue Service relating to the issuance of tax-exempt obligations. In addition, Harry is primarily responsible for the firm’s tax opinions with respect to the low income housing tax credits (LIHTC).    

Harry is a fellow of the American College of Bond Counsel, a former director of the National Association of Bond Lawyers, a former chairman of its Committee on Federal Tax Matters and Chairman of its annual workshop. He holds an L.L.M. (Taxation) from George Washington University Law School. 

Prior to joining the firm, Harry was a Captain in the U.S. Air Force JAG Corp. from 1973-1977.
